Tom Carter is director of endorsement at the United Methodist Endorsing Agency. He coordinates and manages the endorsing process for chaplains and pastoral counselors, and he oversees policies and procedures to provide ecclesiastical endorsement for associate members, deacons, and elders under appointment to ministries of chaplaincy and pastoral care where endorsement is required. He serves as the liasion with the endorsing netweorks and employers, especially the military branches.
